RULES OF THE LEAGUE CUP AND DIVISIONAL CUP COMPETITIONS

1. The Cups shall be designated the Chelmsford Invitation League Cup Competition, the Division One-Cup Competition, the Division Two-Cup Competition and the Division Three-Cup Competition. Additional Divisional Competitions may be arranged according to the size of the League's constitution, but none may consist of less than 10 Clubs.

2. The Competitions shall be conducted in accordance with the Rules, Regulations and byelaws of the Football Association, and shall be open only to those Clubs that are members of this League. The Competitions shall be affiliated to the Essex County Football Association.

3. No entry shall be accepted after the Annual General Meeting. The entrance fees shall be included in the Annual Subscription.

4. The Competitions shall be managed by the Management Committee.

5.

  1. Players shall be registered as in the League and must be bona-fide members of the Club that they represent, and shall have been duly registered by such Club for 14 days except in the first round.
  2. In all quarter-final, semi-final and final tie Cup matches, at least NINE players in the starting line-up must have played at least FIVE games for such Club in the current season within matches organised by the Chelmsford Invitation League.
  3. A player shall not play for more than one competing Club in any Cup Competition in the current season.
  4. A player, having competed in a Divisional Cup fixture may not subsequently play in a lower Divisional Cup Competition in that season for ANY Club.
  5. Any player with a higher Divisional status but who is not cup-tied as described in Cup Rule 5(d), may not play in a lower Divisional Cup Competition until he has regained a lower Division status as per League Rule 8(o).
  6. Any Club playing an ineligible player shall be fined and the match awarded to their opponents (see rule8Q (i)).

  7. In all semi final and final cup matches the club photo registration cards for those players playing in these games (including substitutes) are to be handed to the following before the game commences. Semi finals to an opposing club official, Finals to a League Official attending the game.

6. Referees for all matches and Assistant Referees for the semi-final and final ties shall be appointed by the League Referees Appointments Secretary. In matches prior to the semi-finals, each Club shall provide an efficient Linesman. Clubs defaulting shall be fined £5.

The home Club must provide suitable Linesman flags. Upon request of any Club, neutral Assistant Referees will be appointed if possible; the Club making the request will pay their fee and expenses. Officials appointed shall be entitled to charge as in the League; Referees £25 Assistant Referees £13. These fees to be inclusive of travelling and all other expenses The HOME Club shall pay the Referee both clubs shall share the Officials fees and expenses. In all cases the monies shall be paid to the Officials in their dressing room immediately after the conclusion of the fixture. Clubs failing to comply shall be fined £20 and/or otherwise dealt with as the Management Committee may decide.
In all cup-ties except the final, the competing Clubs shall share the pitch and Officials expenses.

7. The draw shall be made by the Management Committee who shall also decide the grounds and dates by which ties shall be played. In all matches the duration of play shall be not less than 80 minutes. In all matches, in the event of a draw, extra time of 15 minutes each way must be played. After extra time all matches including Final ties, the result shall be decided by a penalty competition in accordance with The ECFA Intermediate, Junior Cup/Trophy competitions, and International Board recommended procedures. (A result on the day).

8. With the exceptions above stated, the rules of the League shall wherever applicable, govern these Competitions.

9. Each Club shall be deemed to have given its assent to the foregoing Rules, and to abide by the decisions of the Management Committee, subject to Rule 15.
